Extensive Report on ACA & "Pre-Existing Conditions"

On my way to visit my local NPR station and stream Morning Edition, puter already sucking electricity why turn on radio, I ran into this report at the top of their page:

1/4 Of NC Residents Diagnosed With 'Pre-Existing Conditions'

Which starts out with this:

A new report estimates one in four North Carolinians under the age of 65 have a health condition that could lead them to be denied insurance coverage. In some counties that rate is closer to one-in-three. An advocacy group that commissioned the report calls it a compelling argument for the Affordable Care Act.

What is this report and who commissioned it.

First let me say that those with pre-existing conditions are not always blocked from joining Health Insurance plans in these present days of the past decades. Think the U.S. military soldiers sent into these two wars and being denied Veterans Benefits, especially under the previous administration who along with the country cheering sent them, with the excuses, especially as to PTS and illnesses etc., of some sort of pre-existing condition not caught in recruiting, boot camps, and previous service time. Either by those workers signing onto and not mentioning or the companies ignoring, to collect the contributions into, till their conditions or other conditions come up and the pre-existing is recognized so as to deny coverage.

The report was commissioned by the Families USA group and titled:

To determine just how many people across the country will be helped by this part of the landmark decision, Families USA commissioned The Lewin Group to quantify the number of Americans who have been diagnosed with pre-existing conditions. Looking at only those serious conditions that are commonly linked to coverage denials, we found that more than 64.8 million non-elderly Americans have been diagnosed with pre-existing conditions that could lead to denials of coverage, absent health reform. This means that one in every four non-elderly Americans (24.9 percent) would be at risk of being denied coverage today without health reform.

It does say that they will be adding states through the rest of July and into August. These give breakdowns right to the County level of each state.
