Ya can't call it the United States any more as that has become apparent not long after the 9/11 attacks on this countries soil along with the rapid shift from a once mostly civil society that had a history of very uncivil time spans by some.
The extremist among us want to Guard all the Schools, and much more, so the little ones attend like they live in an Occupied, or a Dictatorship even, Country and who would these 'guards' being guarding against, why their own!
The Sandy Hook shooting was done by a son of a mother who in her paranoia, "Worried about the defense of her home if economy collapsed" built up an arsenal of guns and ammunition and taught the son how to use them. Really helped her in her growing paranoia, didn't it.
The Webster NY Firefighters killings were carried out by an ex-con of a murder charge who had a shadow buyer purchase the guns for him then claims they were stolen from her yet no police report on that, if she had one of the first to be questioned would have been her next door neighbor the ex-con who had already killed.
The theater killings in Colorado the shooter purchased the guns some 6000 plus rounds of ammunition All legally and they're calling him insane, yet he was sane enough to also purchase explosive material and elaborately booby trap his apartment in plans to kill police and other first responders after the theater slaughter.
I could go on and on as many if not most shot and killed or injured are done so by legal gun owners, or their family members, at family members, friends, neighbors or just someone who pissed them off!!
This is what the NRA radical types are after, eventually, it's the new capitalist way for everything:
But in the mean time, as they seek to attain the goal of armed merc militia, they'll form groups of gun owners with an hour or two of gun safety training, or military posers, Stolen Valor, always a possibility as it's already happened, and a certificate from saying they safety conscious, responsible and mature gun owners especially with the semi automatic weapons and the extended magazines, so watch out all you innocent by standers when the triggers are pulled.

One avenue I suggest:
Tax them, like the 'sin' taxes, most of them love to have others pay in different group taxes so they can have the results of, heavily, and everything that goes with them, the extreme paranoid have already crossed the line of no return and they don't mind spending, nor costs of, already as they rush out in their NRA fed fears!
Insure each weapon with the liability to pay for the costs inflicted on the rest of the communities damaged by either them or theirs use of or even if stolen from them especially if not reported or sold by them to a third party!
Regulate them as we already heavily regulate those 'sins' which already are also heavily taxed and regulate the cross state commerce of each with a manufacturers fee!
Shut down the gun shows or add very strict heavy regulations upon them and any gun sale as well!!
They bring on what the destruction of the rest of societies Rights while themselves, especially their government representatives demand others rights be stripped through the callous disregard for the daily damage wrought on the rest of society, infringing on the masses Rights to their own safety from that damaging behavior wrought by their irresponsibility!!
